Summary: SB0179 raises the state minimum wage to $20 per hour effective May 6, 2026, and mandates annual inflation-based adjustments by the Labor Commission. The bill also establishes wage transparency requirements, compelling employers with 15 or more employees to disclose salary ranges and benefits in all job listings. Additionally, it updates preemption clauses, prohibiting local governments from setting minimum wages higher than the new state standard.

David's Take: This is not the first time legislators have attempted to increase minimum wages in Utah. I am not an expert on what minimum wage should be, so I will not comment on that part, but if this were to pass, it would cause significant budget impacts to local governments and public entities that have seasonal or part-time labor (lifeguards, rec aides, crossing guards, library pages, etc). 

In years past, similar bills have not been heard in Committee or given much attention because of the fiscal notes. However, there are or have been related bills (HB 245) that establish minimum wages for contruction activities or for individuals with disabilities or other more niche targets
